Here at work, we’re having a lot of annoying SSL connection errors, and with being the IT person here; I set out to find out why we keep randomly (and annoyingly) keep encountering these errors.
I found this wonderful Google Search result on the first try, and decided to look further...
Aaaaaand, here is what I got...
So...I get a SSL error for the page Google created to fix SSL errors...
You win this time, Google.

Is it available on plain old HTTP too, and only defaulting to that?

Does your network use a centrally managed certificate database? Does your company use MITM settings on their Firewall so they can try and intercept commonly used certificate settings?
It could be any number of things. Especially since unlike Firefox, Google Chrome uses the same certificate management that Edge, and IE use. Which is managed either locally using the certificate manager, or on some server if that’s how your network is set up.
Beyond that, I can’t really help you. I’m not IT, just some nerd.

I’m the IT lady, but the boss is the one that fiddles with the modem. AFAIK, he only sets blocking filters for You+ube and Fakebook. (I had to write those weird because the filter will block any site containing the actual words).
